I have the honour to acknowledge the re-
ceipt of Your Lordship's despatches No.84 of the
16th of April last and No.120 of the 12th of June
last.
The former refers to the question of the
Chinese Government joining the Postal Union and its
consequent effect.
The state or war existing between this
country and Japan makes it unnecessary to consider
further this question at the present time.
The latter refers more particularly to
Tientsin, and I accordingly have the honour to
furnish the following information.
When I arrived here in 1892 the corres-
pondence of the British community or this port was
forwarded from Shanghai by the Chinese Customs Post,
but
